|The last major review of the Nursing and Midwifery workforce in Northern Ireland was published by the DHSSPS in 2009 and made workforce projections up to and including 2013. In December 2013, the Chief Nursing Officer at the DHSSPS asked NIPEC to project manage the development of a Workforce Plan for the primary purpose of predicting the number of pre and post registration nursing and midwifery places to be commissioned on an annual basis over the period 2015-2025. This will enable health and social care organisations to employ nurses who will deliver person centred practice and, in partnership with the wider care delivery team, improve outcomes for patients and clients in their care.|
The Workforce Plan builds on significant work streams, some already completed or currently being project managed by NIPEC, including the development of a Framework for Advanced Nursing Practice, a Career Pathway for Nurses and Midwives, a Framework for Health Care Assistants, a Framework based on normative staffing ranges and a scoping of Specialist Nursing. All of these work streams will supplement the Workforce Plan is the umbrella document addressing the many issues currently facing the workforce.
During 2014, a Project Steering Committee was established to oversee the development of the Workforce Plan. The Steering Committee was chaired by the DHSSPS Chief Nursing Officer and membership included the Executive Directors of Nursing from the five HSC Trusts and PHA, the Directors of Human Resources from the BSO and HSC Trusts, the RCN and RCM Directors and representatives from relevant Union organisations.
Caroline Lee, DHSSPS Deputy Chief Nurse and Dr Carole McKenna, NIPEC Senior Professional Officer/Project Lead, conducted a range of surveys, focus groups, interviews and workshops across Northern Ireland with relevant stakeholders to progress and inform the development of the Workforce Plan
A Final Report with recommendations was submitted to the DHSSPS in January 2016.
